Aim

The issues involved in publishing documents are well understood, the issues associated with publishing datasets less so. Quality control paradigms for the accompanying metadata need to be addressed, and the concept of dataset authorship defined. (For example, if Joanna created the dataset, but Anne added reams of metadata manually, should the dataset authorship be Joanna and Anne, 2005?) Mechanisms for creating additional metadata (e.g. ISO690) from the existing metadata need to be identified and implemented which will involve addressing a number of archive curation activities, ranging from ingestion through to assessment (it will be important not to publish all data in the archive, as not all may be suitable, and this will require establishment of criteria etc).
